The program included Honorable Mayor Jeremiah Healy, Councilwoman Viola Richardson, NJDCA Commissioner Joseph V. Doria,  USHUD Newark Office Director Diane Johnson, and the NJ Director for the Corporation for Supportive Housing Alison Recca-Ryan. The All Saints Supportive Housing Development was developed by the JCECDC’s Division of Real Estate Development, designed by John C. Inglese Architecture and constructed by DAR construction. Social services and property management will be delivered by the JCECDC Division of Supportive Housing and Social Services.  This development provides a permanent and independent living environment with social services to individuals with a specific identified need to live in a supportive community who have very low or no income.  This rental community includes eight one bedroom apartments, a social service office, social hall, front porch, rear yard patio and 4 parking spaces. Each unit includes 700 square feet of living space with one 11x14 bedroom, 1 full bath, kitchen, living room, dining area, washer/dryer and central heating and ventilation.  All units are handicap accessible, and have bamboo hardwood floors and ceramic tiling.  All units will be furnished for tenants.  The building is environmentally friendly and designed in accordance with the NJ Energy Star Program.    This community was built on two vacant lots that were eyesores to the neighborhood for many years.  The All Saints Supportive Housing Development cost over $2M to build and is made possible with the financial support of the New Jersey Housing and Mortgage Financing Agency’s Special Needs Trust Fund Program ($1.2M), the Jersey City Affordable Housing Trust Fund Program ($416,000) and the United States Department of Housing and Urban Development’s Supportive Housing Program ($400,000).    The project will also receive additional support from the United States Department of Housing and Urban Development to cover the cost of operating the property and providing social services with a three year commitment of over $300,000. The New Jersey Department of Community Affair’s Rental Assistance Program will also provide project based rental subsidies to 4 of the 8 units.   JCECDC acquired 1 privately owned lot at market cost, a City owned lot at nominal cost and completed all of the predevelopment work and financing with loan of $360,000 from the Corporation for Supportive Housing. “Once again the Jersey City Episcopal Community Development Corporation has proven it is a leader in providing quality, affordable housing for the residents of Jersey City, particularly our special needs community,” said Mayor Healy.  “With the current state of the economy, affordable housing is much-needed and we are pleased to be providing these new units to a sector of the population who truly deserves all the assistance we can provide”   Carol Mori, Executive Director for JCECDC said “This project is a testament to true partnerships between non-profit organizations, government and the private sector. To make this project work, we had to  engage the support of state, local and federal government to secure 6 layers of permanent financing to sustain the construction and operations of the building.  Needless to say, there was a lot of hard work to make this beautiful building a reality and every second of it was worthwhile as it will serve this neighborhood and its inhabitants for decades to come.     In 2009, JCECDC will complete a total of 20 new supportive housing units for people of special needs populations at 3 locations in Jersey City.  Now in its 21st year of operation, JCECDC has developed 166 units of affordable housing in Jersey City and is planning another 150+ units through 2012.  JCECDC also develops affordable for sale housing and offers a first time home buyers training programs.
